Despite Bells and Whistles, ‘Office of President-Elect’ Holds No Authority
The props that decorate the stage for the Office of the President-elect serve as just that, since Barack Obama will hold no actual authority in the Executive Branch until Jan. 20.

President-elect Barack Obama is looking very presidential these days. When he makes an announcement, he is ringed by American flags and stands behind a lectern that has a very presidential-looking placard announcing “The Office of the President-Elect.”

But the props are merely that. Under the Constitution, there is no such thing as the Office of the President-elect. Technically, Obama will not even become the president-elect until the Electoral College convenes after the second Wednesday in December and elects him based on the results of the Nov. 4 general election, as stated in the Constitution.

So what is Obama’s executive authority in the weeks leading to Jan. 20?

In the 11 weeks between Election Day and Inauguration Day, the next president must ensure a smooth transition by selecting political appointees to manage key agencies and offices within the Executive Branch, and by creating the policies that will define the new administration — all while respecting the authority held by the current president.

The Presidential Transition Act — created in 1963 and amended in 2000 — establishes formal provisions for the transition period by outlining training and other assistance that the president-elect and his team of advisers can receive as they prepare to assume office.

The amended bill — co-sponsored by lawmakers including former Sen. Fred Thompson, Sen. Joe Lieberman, and Sen. Dick Durbin — calls for the “training and orientation of high-level presidential appointees,” among other things, as well as more efficient background checks to ensure individuals are properly vetted and confirmed for office.

“New administrations face a series of hurdles they must overcome to accomplish this essential task before they can begin to govern,” Lieberman told Congress in 1999 while arguing in favor of the amended legislation.

The original bill also allowed the president-elect and vice president-elect certain “services and facilities,” like suitable office space to conduct transition operations, public funds to pay their staff’s salaries and money to transport workers to and from Washington.

Obama has employed over 500 staffers to assist in his transition operations — working from a nondescript office building in downtown Washington and from locations in his hometown of Chicago.

His transition team has received a budget of $12 million — $5.2 million of which was allocated by Congress, and the rest from private donations of under $5,000.

As president-elect, Obama is also given the same highly classified intelligence briefings that President Bush receives on a daily basis. And Obama and Vice President-elect Joe Biden get full Secret Service protection, which Obama also received during the Democratic primaries and general election campaign.

But the “Office of the President-Elect,” while critical in building the future government, has no official power — which Obama himself acknowledged during his victory speech in Chicago on Election Night.

“It is an office — it’s just a quasi-government office for planning the takeover of the government,” said Stephen J. Wayne, a professor at Georgetown University’s department of government.

“Obama has no formal power as far as the existing government is concerned, but he has a lot of informal influence, which President Bush has encouraged,” he added.

Wayne compared the function of the “Office of the President-Elect” to spring training in baseball.
“It doesn’t count in the standings, but it does contribute to a team’s ability to do well from day one,” he said.

The extensive operations and considerable funding for Obama’s transition office are not unique. President Bush received $8.5 million to fund his transition team — a sum that was “unprecedented at the time,” according to Georgetown University government professor Chris Hull.

“The Bush administration built their transition team a month before the election was over to make sure it would be a fully-functioning office on November 5,” he said.

Despite its lack of formal power, some argue that the “Office of the President-Elect” must maintain an official and authoritative front — even if just for show. This transition comes at a particularly vulnerable time for the U.S. government in protecting against terrorism — as evidenced in 1993 when terrorists bombed the World Trade Center as former President Bill Clinton prepared to take office.

“President Bush and President-Elect Obama have stressed together that the times of transition are particularly perilous in terms of terrorist strikes,” said Hull. “The President-Elect and his team must appear to maintain confidence.”

ok, heres the situation

I recently went on a visit to U of I at urbana champaign, and its my ultimate dream school.

1. I am obsessed with space and flying..and I mean OBSESSED.
2. This school offers a top notch aerospace program as well as amazing flight lessons in much more modern aircraft than my local air port.
3. they offer Air Force ROTC.

I am a junior in Highschool, and ive decided to really start picking up the pace in school. Unfortunately, the past few years I have only gotten B’s, A’s, and a FEW C’s. I need to bring this up.

Anyways, right now I have a job, and by the time college comes i will have had it for about 3.5 years.

I need some community work I can do, such as volunteer work. I want it to be in the field of study (aerospace) like they say on the website. They say its a plus if your volunteer work has to do with the field of study you would like.

Somehow my practice ACT test ended up telling me that my predicted act was a 21 >___<. Thats BS. I can do wayyy better than that. I must not have tried very hard when taking it.

Anyways, ive decided to stay inside for my lunch period to go to the library everday and study.

I NEED ANY OTHER TIPS OR ADVICE TO GET MY ACT AND SAT SCORE UP AS HIGH AS POSSIBLE. The ACT is coming up fast, and if I dont bust my ass now my chance at a top notch education may be out of question.

I also have no honors or AP classes, although im gonna talk to my counselor about getting as many of those as possible for senior year.

OH ALSO…

On the website it says to write about (in your college essay) any challenges you have overcome. I have overcome MANY challenges. When I was born, I was born with a defect called a syndactly. What it is is my left hand’s fingers are all shorter than my right by about 3/4 inch, and they are all the same length, and they are all missing one knuckle (not the thumb.). The doctors reported bad news to my parents (who are now divorced). They said I would need to use a special keyboard for all my life, and would not be able to do as many things as people with a normal hand could. Despite all the teasing i recieve, I have overcome this and proved the doctors wrong. I never needed a special keyboard, and am the top typer in my info processing class (that is in terms of grade, speed, and accuracy). I type at about 90wpm accurately. My job is at jewel as a stocker, all I do is lift and balance boxes with my hands. I also bagged and pushed carts. My dream is to become a pilot, and I wanted to take flight lessons. Many told me id never be able to become a pilot due to my hand, but I have taken 1 flight lesson and had NO trouble whatsoever and I love it. I am litteraly able to do anything a normal handed person can do, and im proud of it.

Also, my dad was a drunk and my parents went through a HUGE divorce. My mom lost our house, as well as 80K on the attorney. Luckily my grandmother was kind enough to help with the expenses. This dragged out for like 8 years and was a constant battle. Through all this, I was able to function normally through school and everyday activities. I also want to join the Air Force to hopefully fly for them.

These all show that I am willing to take on any challenge I recieve and give it my all. Also, we are going to be probably getting quite a bit of financial aid. I hear this actually increases my chances of getting in, since the school doesnt want to be accused of only letting rich people in, instead of giving single mothered-children who are ‘technically’ handi-capped (although I dont consider this a handicap at all, lol, it doesnt affect anything), and wants to serve our country a chance at a better education.

PLEASE ANY TIPS. I plan on buying all the ACT study books as well as taking the ACT prep class.

Tech school or art school?

I’ve been accepted to Georgia Institute of Technology, Rhode Island School of Design, School of the Art Institute of Chicago, and Savannah College of Art and Design.

Right now my biggest concern is what college to go to persue a media or animation related major.

Important factors in my college choice include well-paying jobs after graduation, good academic environments, and tuition costs.

I recieved $20,000 scholarship to SCAD and $5,000 to SAIC. I also have HOPE for Tech.

Any advice is welcome.

I am currently a senior in High School and have a cumulative 3.55GPA. I received a 20 on my ACT (I plan to retake it). Some activities I have been involved at in school is a program called teens reaching youth and Art club. I have done service hours by helping out In a Physicians office. I have a job in which i work 15 hrs a week. (I take care of a handicapped individual). I am Mexican American. I plan to be a General Surgeon when I get older. I have gone to a community college for 2 semesters now (during the summer and in the afternoon when the school day ends). and am currently a Certified Nursing Assistant in the state of Illinois (I live in Illinois). I am currently taking a Phlebotomy technician program and will be certified when I turn 18. (I have 8 weeks experience working in a Hospital).
I don’t want to be a nurse but a General Surgeon when I get older

im asian live in mid-west illinois.. most companies here wont hire me because im not white. i think. my friends and i put applications in one of this place. im the only one thats match the qualifications but they both got call for the interview and they sent me this letter saying that they can process my application any longer.
im sorry if i make you guys feel bad when i said cause im not white. but that company doesnt have anyone work there thats not white at all. i thought i match qualifications because they ask for business major graduate and i had that . both of my friends dont. im legal to work and never been convicted. one of my friend got arrested before. they never interview me how can they tell my attitude and personality tho. im not using proper english here cause of characters limitation. but again im sorry for offended someone’s feeling.

Would someone explain to me on a line by line basis how these items stimulate the economy? Funny thing is the SCHIP bill that just passed is funded by tax increases on smokers. But this bill has $75 million for “smoking cessation activities.” So how can we pay for SCHIP if we are going to get smokers to quit?

We have always lived in Alabama. Now we are moving to Illinois for a job transfer. We are looking at Clifton, Chebanse, Kankakee. The houses in our online Kankakee realty searches are gorgeous and CHEAP. What gives? Nuclear reactor? KKK headquarters? Haunted?
Help. Does anyone know anything about these three towns? A good town is our most desired criterea. Low crime,etc.

The job we are transferring for is in university park., so 40 minutes from Kankakee. They have an office here in Birmingham, where my husband has worked for 15 years, an office in Elko, Nevada, and an office there at University Park near Chicago. They have offered him a promotion and a cost of living adjustment.

I Just Started school for Information Systems can I be a Computer Operator now?

I just started my first semester of school and majoring in Computer Information Systems. A local group of hospitals in our area (Southern Illinois) just posted a job opening for a computer operator on their website. The only requirements is that you have a High School diploma but they would also prefer a computer related degree. I will include a link to the page where everyone can view the job opening, and it is the 6th job down on the list.

Like I said this is my first semester of school and other then messing around with my computer at home and helping out the family when I can with their computers, I basically have nothing more then that although I am willing to learn on the job while also learning at school. I think this would be the perfect opportunity to gain experience until I get of college and get a better job, but I just didn’t know if I would be qualified enough. I went ahead and applied just see what happens so I guess I will just have to go from there but what do you guys think?

Also, what do the day to day tasks of a computer operator consist of and how much do you think I would be looking at pay wise?

Illinois child support?

Ok, I have a court order for my sons father to pay child support. He is supposed to pay me 20% of his Net pay.

Here is the problem. First off, I have not received a payment in 6 weeks. Is there anything I can do about that?

Also, does anyone know when I am allowed to take him back to court so they can review his job status? I am only getting 20% (when paid) from his one job. But he has 3 jobs and I dont receive anything from the other 2 jobs. He cant pay child support in 6 weeks, but the guy has 3 cars, a boat, and a motorcycle.

I called the states attorneys office last time this happened, but they said they couldnt do anything until he was 9 weeks late. That doesnt really seem fair considering a court order is a court order. It doesnt say anything about him paying me every 6 weeks. He’s supposed to pay every week. To me, this is a violation of the court order.

Is there anything I can do? I really cant pay any more money for a lawyer. I already paid for one the first time around!

For 4 days a week — Monday thru Thursday from 8 AM to 4 PM. I live in the Chicago suburbs. I have a 15-month old that she will care for all day and she will have to pick up my 4-year-old at 12:30 and watch her also until 4. The nanny also has a newborn of her own.

okay, so i’m torn between 3 colleges: Monmouth College, Illinois, Nother Illinois University (NIU), or Western Illinois University (WIU)…i want to be a Nurse Mid-Wife…they basically monitor pregnant women and help them throughout the pregnancy…i want to know which of these colleges would be best for this job…thx.

I live in a 3 bdrm apt. in chicago with my husband and another couple. I do all the housework ie sweep, mop, vacuum, dishes, dust, bathroom. i really don’t mind cleaning but no one ever helps…its like they get the benefits of a live in maid for free!! Is it ok to ask for a lowered portion in rent in exchange for my “services”? I want to live in a clean house and if i don’t do it it just won’t get done…someone please help!! thank you so much!

Some of the places Ive applied to include: Walmart, Target, nursing homes, the CTA, grocery stores, office support jobs on craigslist, etc.

I live in Chicago, have a BS in marketing, 2 internships completed for experience. Im running out of places to apply to, can anyone tell me who’s hiring in this city? I’ve tried applying online, going in person to retail stores, etc. Would I have better luck going in person to restaurants/hotels? Are those located downtown hiring at all? How about those near the suburbs? Networking isnt an option, I dont know anyone in this city.

Im extremely desperate and I’d appreciate any advice.

When are the bride’s maids (especially maid of honor) most needed?

I’m having my wedding in Washington DC because my fiance is from North Carolina and I’m from Chicago. Both sides will have to travel.

Obviously, my brides maids and maid of honor who are all in Chicago cannot be at my side for all of the plans, since I’m in NC for school most of the time. I’m getting my dress in Chicago, and they will be there for that, however, what other things will I need my bride’s maids for?

When would be a good time to have them come to NC? I don’t want to keep them away from home to long, however, I’m wondering when I will really need their help and all.

The reason I’m asking now is because I would like to have a decent plan to tell them when I “officially” ask them to be my bride’s maids.
